The Finance Department is responsible for the oversight and management of all accounts receivable, accounts payable, assessments, annual audits, and budget processing and tracking.  The department is committed to keeping residents and City staff members informed with clear, accurate, and up-to-date financial information. The Utility Billing Department is primarily responsible for processing billing for all of the City’s water and sanitary sewer service.  This includes managing late accounts and coordinating new connections/shut-offs.   For more details, see the City’s page:  Utility Billing.  Brenda Efta is the City’s Utility Billing Clerk and she can be reached at 952-448-8729, or at

Audit – An audit of the City’s finances is completed every year by an auditing firm to assess the City’s overall financial health that includes a review of the City’s debt load, revenue, and expenditures. Budget – The discussion of the annual budget is one of the most important decision-making processes of the year for the City Council.  The allocation of resources for City services and projects in areas like streets, inspections, parks, law enforcement, fire protection, and planning are reviewed and analyzed based on need, priority, and the overall impact to local property taxes paid by businesses and residents.
