Absentee / Early Voting

All eligible voters in Carver County can vote early by absentee either in person or by mail. City of Carver residents vote at the Carver County Justice Center in Chaska:

Absentee ballots available September 18, 2020. A recent change means that pre-registered voters using an absentee ballot by mail don't require a witness signature. Non-registered absentee voters registering as part of their absentee voting by mail process still must have a witness signature. Apply online or print and complete an absentee ballot application.

You may apply for a paper form absentee ballot application by contacting the Carver County Elections office by phone at 952-361-1941 or by emailing the Election Office.

  • September 18 to November 1
    (Monday through Friday through 8 am to 4:30 pm)
  • Saturday, October 31

COVID-19 Protocols

Absentee voting for the 2020 General Election begins on Friday, September 18, 2020. Voters are encouraged to vote by mail, if possible, to keep fellow voters and elections staff safe.

For those voting early in person, proper safety protocols exist at the Carver County Government Center. Only a certain number of voters are allowed in the building at a time, which could result in voters waiting in line outdoors:

  • Voters must wear a face covering at all times, per State mandate.
  • Each facility has floor markings and traffic flow plans to maintain physical distancing requirements.
  • Please don't visit in person if you're sick.

How to Return Your Voted Absentee Ballot

Return your voted ballot by mail or in person. For the 2020 State General Election, absentee ballots returned via mail must be United States Postal Service postmarked on or before election day (November 3, 2020) and received by November 10, 2020.

Return by Mail

Mail your ballot back in the pre-paid, pre-addressed envelope that was provided with your ballot materials:

  • For the 2020 State General Election absentee ballots returned via mail must be United States Postal Service postmarked on or before election day (November 3, 2020) and received by November 10, 2020.
  • If you don't think your ballot will be received in time using regular mail, you may choose to pay for an express delivery service.

Return Via Express Delivery Service

Voters may also choose to return absentee ballots via express delivery service (FedEx, DHL, UPS, etc.). If using express delivery service, address delivery to:

Return in Person & Ballot Drop-Off

Due to COVID-19, voters are encouraged to return their ballot by mail. If necessary, voters may return their ballot in person to locations below during absentee voting hours. Voters must follow County or City COVID-19 policies, including wearing a face covering and staying six feet apart at all times.

  • Return your own ballot in person by 3 pm on election day to Carver County Elections at the Carver County Government Center.
  • Someone else may return your voted ballot by 3 pm on election day to Carver County Elections at the Carver County Government Center.
  • All registered voters can return ballots that are postmarked by Election Day.
