Affordable Housing Fee Waiver Program: The City Council adopted a fee waiver program connected to affordable housing goals at their Monday meeting. The City Council identified affordable housing, life-cycle housing, and housing programs as a topic of interest and study through the 2021/2022 Strategic Plan. The Connection Fee Waiver will be a tiered application based on a project’s level of affordability. A project can receive a maximum of $250,000 in fee waivers and the policy will be reviewed annually by the City Council to ensure it continues to meet Council goals.
3rd St. Bridge Replacement Project: The City Council authorized the City Engineer to prepare plans and specifications for the replacement of the 3rd St. Bridge in downtown Carver. The 3rd Street Bridge spans over Carver Creek and is located between Broadway and Jorgenson Street. The bridge was constructed in 1912 and after a service life that has spanned over a century, the structure has deteriorated and is now classified as structurally deficient. The City Council has reviewed this bridge for repair, removal, and replacement in prior years. As recently as the 2017 street project, the City decided that the connectivity at 3rd street over Carver Creek was necessary, however, funding was not available to replace the structure during roadway rehabilitation efforts in the area. In September 2021, the City of Carver worked with Carver County as a sponsoring agency to apply for Minnesota Bridge Bond funding administered by the Minnesota Department of Transportation. The application was awarded $1,460,000 for a project with a preliminary budget of $1,480,000. A construction date for the project has not been established, however, construction is generally anticipated to begin in the spring of 2023.
